Hasan & Public Diplomacy

In October 2003, the Advisory Group, headed by Edward Djerejian, issued their report, Changing Minds, Winning Peace. The report severely criticized the dilapidated state of US public diplomacy efforts in the Middle East, noting that the government’s lack of capabilities in the region is a prominent threat to national security. Upon visiting several countries in the region, the advisory group issued the report, making several prominent recommendations to strengthen public diplomacy efforts abroad. The report also notes a serious concern over the lack of government officials able to speak the languages of the region. At the time, the US State Department only had 54 officials with a reasonable fluency. Along with building these ranks, other recommendations include greatly strengthening the abilities of the Under Secretary for Public Diplomacy and Public Affairs to carry out the task of transforming the US’s international image.
